Анотація

Introduction. The study examines an important social problem, namely: the effectiveness of the use of state finances in the field of higher education on the example of Ukraine, which is especially relevant in the conditions of war and the development of digital society in the post-war period.
The purpose of the research is to provide government bodies, business society, civil society, teachers and university management with some managerial advices on the use of public finances in the field of higher education in the post-war period.
Methods. The following methods were used in the research: general scientific research methods (methods of analysis and synthesis, deduction, historical-logical method); systematic approach; mathematical (regression) modeling. As the information basis of the research were the following resources: scientific publications on this issue, data from the World Bank, and the State Statistics Service of Ukraine. The research was conducted in the following stages: analysis of documents and scientific literature; data collection through official statistical reports; data analysis.
Result. The research hypothesis states that public finances in the field of higher education are used effectively. As a result of the research, this hypothesis was rejected due to regression modeling. Thus, the authors faced an important social problem of modern society, which indicates a decrease in state funding of the education system. The result made it possible to formulate multi-level management tips for solving the important problem of the digital society of Ukraine in the post-war period.
Conclusion. The main promising directions for increasing the financing of the education system in the post-war period are the following: attraction of extra-budgetary financing, creation of business-university clusters, development of digitalization of education, creation of reliable mechanisms of financial control by state bodies over the use of state funds and the number of students, development of commercial activities of educational institutions, attracting sponsorship, using financial sources from foreign funds, increasing the attractiveness of Ukrainian educational institutions due to the high quality of educational services and the development of their brands.
